AVTS is led by David E. Spencer, a retired Federal Aviation Administration executive with 38 years of federal service, including 34 years at the FAA, progressing from entry-level electronics technician to the Senior Executive Service (SES). With more than a decade in FAA executive leadership—both in the field and in Washington, D.C., AVTS brings firsthand understanding of how decisions made at every level affect the NAS in practice.
