Founded and led by retired Federal Aviation Administration executive Dave Spencer, AVTS reflects a career spanning nearly four decades of federal service, including more than three decades within the FAA. Beginning as an entry-level electronics technician in 1990 and culminating in appointment to the Senior Executive Service in 2013, Dave’s experience bridges operational, technical, and executive leadership roles across the FAA enterprise.

That progression informs AVTS’s posture today: providing context, clarity, and disciplined insight into how modernization initiatives intersect with operations, safety, governance, and organizational reality—without directing outcomes or influencing acquisition decisions.
