Dave Spencer is a retired Federal Aviation Administration executive with 38 years of service spanning operational leadership, engineering oversight, and national infrastructure modernization across the National Airspace System (NAS).

During his FAA career, Mr. Spencer held senior leadership roles in both Headquarters and field organizations, where he was responsible for the operational integrity, modernization, and sustainment of critical air traffic control infrastructure. His experience bridges day-to-day NAS operations and long-term enterprise transformation, providing him with a rare, end-to-end understanding of how policy, engineering, acquisition, and execution intersect inside the FAA.

Mr. Spencer led and supported complex modernization initiatives involving multiple FAA lines of business, prime contractors, and federal partners. He is widely recognized for his ability to translate technical complexity into operational outcomes while aligning diverse stakeholders toward shared mission objectives.

Following his retirement, Mr. Spencer founded American Veteran Technical Solutions, LLC to bring trusted FAA domain expertise to federal agencies and industry partners. Through AVTS, he supports aviation programs, engineering efforts, program management offices, and technology procurement initiatives, particularly where modernization, continuity, and risk management are paramount.

Mr. Spencer is known for a leadership style grounded in collaboration, adaptability, and accountability. His approach emphasizes clarity, trust, and disciplined execution, enabling organizations to deliver results in high-reliability, safety-critical environments.
